I seriously doubt that 5% of MN residents have carry permits. The percentage of carry permits in Texas is only around 1% (roughly 200,000 in a population of over 24,000,000)

I will also point out that concealed carry is reactionary (offensive) in nature. The crime is already being committed, and then the individual must determine if they can respond.

On average only 5-10% of Minnesota residents, for example, have a carry permit. The criminals know this, meaning they know they have a better than average chance to safely commit a crime. When they meet an Open Carry individual, there is no question, no odds, they know you/me/we are armed.

Studies show that criminals pick the easiest target. So a might be armed vs. an is armed, the criminal will choose the MIGHT be armed every time making Open Carry a better deterrent.

In my state, Wisconsin, we can only carry openly. Even if it's your only option, it is still a better option than not exercising your rights.

To my knowledge:

Alaska, Arizona, New Mexico, Nevada, Idaho, Montana, Wyoming, South Dakota, Kentucky, Virginia, North Carolina, and Vermont

Are Generally preempted. Open Carry is permitted on foot and in vehicles without a license.

In addition:

Washington, Oregon, Colorado, Nebraska, Kansas, Missouri, Wisconsin, Louisiana, Michigan, Ohio, Pennsylvania, West Virginia, Delaware, New Hampshire, and Main

Allow open carry without license but are either not pre-empted or do not allow open carry in a vehicle.

In addition:

Utah, North Dakota, Minnesota, Iowa, Indianan, Tennessee, Mississippi, Georgia, Massachusetts, Connecticut, Rhode Island, New Jersey, and Maryland
Allow open carry if you have the permit.

So by my count, that is: 41 states that allow Open Carry, over 80%.

I don't generally get into recommending any particular brand of gun (see the related post "What kind of gun should I buy?"), but the Ruger 10/22 is a very popular make of .22 rifle, and there is a lot of aftermarket support for it. Rifle marksmanship is a bit different from handgun marksmanship, although the basic principles are the same. I started out with a bolt-action Remington Revelation myself, and I still find rifles easier to shoot than handguns (although that might just be the "baby duck" syndrome).

*This post reminds me of how counterintuitive real world results can be compared to the original intentions. Efforts to deter gun ownership, bring people that would otherwise be uninterested in owning a weapon into the market...

*I wrote a similar post arguing that food warning labels act as advertising for food products, rather than warning people off of poor food choices.

*Meanwhile, I am considering a Ruger 10/22 for my son and I to plink at targets w/ this summer, while visiting my folks ranch...thoughts?
